Socio-entrepreneurial Corporation

The idea and initiative to create social entrepreneurship corporations was first voiced by the President of the Republic of Kazakhstan Nursultan Nazarbayev on March 1, 2006 in the Address to the People of Kazakhstan “Strategy for Kazakhstan to Enter the Top 50 Most Competitive Countries in the World” and is supported by the Head of State and the Government of the Republic of Kazakhstan.

The social-entrepreneurial corporation "Batys" was created by the Decree of the President of the Republic of Kazakhstan dated September 17, 2007 No. 407 "On measures to create and ensure the activities of the social-entrepreneurial corporations "Caspian", "Tobol" and "Batys".

The main activity of JSC "SPK "AQJAIYQ" is to promote the economic development of the West Kazakhstan region by consolidating the efforts of the public and private sectors.

The objectives of the establishment of JSC SPK AQJAIYQ are

• Promoting economic development of the West Kazakhstan region;
• Creation of favorable conditions for the development of entrepreneurial activity through the consolidation of the public and private sectors;
• Creation of a single economic market based on a cluster approach;
• Formation of a favorable economic environment for attracting investment and innovation to the West Kazakhstan region;
• Exploration, extraction and processing of minerals, including common minerals;
• Participation in the development and implementation of programs aimed at the social development of the region;

The main principles of activity of JSC "SPK "AQJAIYQ"

The activity is based on the principle of a transparent system of corporate governance, the principle of completeness – with balanced support for initiatives of both the private and public sectors of the economy and the principle of priority, which means preference for projects that reflect solutions to socially significant problems of the region. 

Objectives of JSC "SPK "AQJAIYQ"

• Ensure the achievement of the goals and objectives of the Society based on the recommendations of the Specialized Council of the SEC under the Government of the Republic of Kazakhstan, taking into account the medium-term plans for socio-economic development, the strategy for industrial and innovative development of Kazakhstan for 2003 - 2015 and the territorial development of the Republic of Kazakhstan until 2015.
• Creation of an effective system for managing state assets;
• Creation of institutional conditions for the development of small and medium-sized businesses;
• Implementation of principles of social responsibility of business in the regions;
• Ensuring breakthrough development of regions through consolidation of state assets and entrepreneurial initiative;
• Formation of a favorable environment for attracting investment and implementing innovations;
• Promotion of the economic image of the region in the domestic and foreign markets;
• Creation of competitive, export-oriented production based on public and private partnership;
• Increasing the productivity of small and medium-sized businesses through the development of cluster production and the introduction of new technologies;
• Implementation of business projects, including those based on concessions and cluster initiatives;
• Formation of a business project base, financing and creation of conditions for their implementation.
